Prepare your ingredients by measuring out the ground beef, broccoli florets, and cheese. Wash and cut fresh broccoli into bite-sized pieces.
Heat a large skillet over medium heat and add olive oil. Once hot, add ground beef and cook for 5-7 minutes until browned, breaking it apart as it cooks.
Add broccoli florets to the skillet and stir in garlic powder, onion powder, salt, pepper, and red pepper flakes. Cook for another 5-7 minutes until broccoli is tender but still crunchy.
Reduce heat to low, pour in heavy cream, and add half of the shredded cheddar cheese. Stir until cheese melts and mixture is creamy. Sprinkle remaining cheese on top, cover, and cook for an additional 2-3 minutes until cheese is melted and bubbly.
