Preheat the oven to 350°F (180°C). Grease a 9 x 13-inch glass baking dish with nonstick spray.
Cut each biscuit into 8 pieces.
In a medium bowl, whisk together the eggs, milk, pepper, and salt.
Make the gravy: Melt the butter in a medium saucepan over medium heat. Whisk in the flour, salt, and pepper until the flour is well-incorporated and the raw flavor has cooked out, then slowly pour in the milk. Increase to medium-high, bring to a simmer, stirring until gravy is thickened.
Layer the biscuits, sausage, cheese, egg mixture, and gravy in the prepared baking dish.
Bake for 35-45 minutes, until the eggs on the bottom are cooked.
