In a large bowl, combine all the meatball ingredients and mix until fully combined.
In a 12.5-inch pan, heat the olive oil over medium heat. Add the sliced onion and carrots. Season with salt and paprika. Cook, stirring occasionally, for 5 minutes.
Form small meatballs and place them on top of the onions and carrots. Let them sear for 5 minutes.
In a small bowl, mix all the tomato sauce ingredients. Spoon the sauce over the meatballs. Gently shake the pan side to side to spread the sauce evenly.
Lower the heat to low, cover, and cook for 40-45 minutes.
Garnish with chopped celery leaves and serve with rice.
