Soak peas overnight with garlic
Add coconut milk, pimento, cloves, and salt. Cover and cook until peas are tender (check liquid so it doesn't dry out)
Add scallion, thyme, hot pepper, butter, and sugar. Cook 10 minutes
Add rice and mix
Make sure liquid is no more than 1 inch above the rice
Cover and cook on medium-low for 15–20 minutes
When liquid dries, remove pepper, garlic, and thyme stems
Fluff rice, cover, and steam for about 5–7 minutes
