Cook the linguine noodles according to package instructions.
In a large skillet or wok, cook the ground beef over medium-high heat until browned and cooked through, breaking it up as it cooks. Season with salt and pepper to taste.
Add the minced garlic and grated ginger to the skillet and cook for 1-2 minutes, until fragrant.
Add the sliced green onions, brown sugar, beef broth, hoisin sauce, and soy sauce to the skillet. Stir to combine.
In a small bowl, whisk together the cornstarch and water to create a slurry. Pour the slurry into the skillet and stir to thicken the sauce.
If desired, add the red pepper flakes for a little heat.
Add the cooked linguine noodles to the skillet and toss everything together until the noodles are well coated in the sauce.
