Meatballs: In a bowl, mix ground beef, grated onion, salt, black pepper, red chili flakes, and dried parsley. Knead it well for a few minutes so the mixture comes together.
Make very small meatballs, about marble sized. Set aside.
Soup: In a pot, add rice and water and cook until the rice softens.
Meanwhile melt butter in a pan and add the meatballs. Cook until lightly browned. Add the chickpeas, dried mint, salt to taste. Mix and set aside.
Yogurt: In a bowl whisk together yogurt, egg yolk, flour, lemon juice and garlic until smooth.
Take a couple ladles of the hot broth from the rice pot, and slowly mix it into the yogurt mixture to temper it.
Pour the yogurt mixture into the pot while stirring continuously and bring it to a gentle boil.
Add the browned meatballs into the soup and stir. Enjoy warm!
