Cut off the top of the garlic, drizzle some olive oil and roast covered at 400F for 1 hour
Add the butter to a saucepan and let it get golden brown mixing often
Transfer to a bowl and add ½ of the parm
Whisk over ice until incorporated and fluffy
Thinly slice the 3 cloves of garlic, add to a pan with olive oil and fry on medium heat until lightly golden, then chop
Transfer brown butter to a larger bowl, add in the rest of the parm, heavy cream, lemon zest, honey, parsley, oregano and salt to taste
Whip until nice and fluffy, about 5 minutes
Top with olive oil, chives, parm, flaky salt and the crispy garlic
