Finely chop the cabbage and cucumbers into ⅛”-size pieces and add to a large bowl.
Chop the chives and scallions and add them to the bowl.
Add the dressing ingredients to a blender in the order listed, then blend on high until completely smooth. No green flecks should remain.
Pour the dressing over the salad and mix well to evenly coat.
Serve with your favorite tortilla chips.
