In a large bowl, stir together cooked rice, veggies, cheese, egg, breadcrumbs, and spices to form the base.
Use a 2-inch cookie scoop or your hands to press the rice mixture into small patties. Make sure they’re compact.
Heat 1 tablespoon oil over medium heat. Add patties and cook until golden brown, about 3–4 minutes per side.
Transfer cooked patties to a paper towel-lined plate to soak up excess oil. Let them rest for 1 minute.
Arrange the mini patties on a platter with favorite dips like ketchup or yogurt sauce.
