To prepare the classic mignonette, start by mixing together the vinegar, sugar, and water in a ratio of three parts vinegar, two parts sugar, and one part water.
Add the bay leaf and black peppercorns to the mixture and bring it to a boil.
While the mixture is boiling, finely dice the shallots into a brunoise.
Once the mixture reaches a boil and the sugar has dissolved, turn off the heat and finish chopping the shallots.
Combine the chopped shallots with the vinegar mixture, adding a small pinch of salt.
Pour the hot mixture over the shallots to slightly cook them with the residual heat.
Refrigerate the mignonette for about an hour to chill before serving.
