Combine soy sauce, 1 Tbsp oil, and corn starch, then mix to make marinade. Pour marinade over beef and mix until beef is well coated. Refrigerate for 15 minutes.
Heat wok over high heat, then add 1 Tbsp oil, garlic, and ginger. Stir fry for 30 seconds or until fragrant, being careful not to burn garlic. Add marinated beef and stir fry until just shy of desired doneness, then remove from wok and set aside.
Heat 1 Tbsp oil in same wok over high heat, then add broccoli and cook for about 2 minutes or until tender. Sprinkle broccoli with sugar and salt, then stir fry for another 10 seconds.
Add beef back to wok, then add shaoxing wine, broth, and oyster sauce. Stir fry for another minute or two until sauce has reached your desired thickness. Serve with white rice.
