Chop the parsley leaves small and remove the stems.
Dice the tomatoes and onion very small.
Soak the bulger in water.
Chop the fresh mint.
Juice the lemons.
In a bowl, combine all the ingredients: parsley, tomatoes, onion, bulger, mint, lemon juice, olive oil, salt, and pepper.
Mix well and enjoy on Romaine lettuce boats.
