Heat oil in a large sauté pan over medium high heat
Add mustard seeds and cumin seeds and heat until fragrant and mustard seeds are popping, 30 seconds to 1 minute
Add salt, turmeric, chilli powder, chilli flakes and black pepper
Immediately add sliced cabbage and stir well
Add ¼ cup water, cover and reduce heat to low
Cook for 20 minutes, stirring halfway through
Once water is absorbed and cabbage is tender, finish with vinegar or lemon juice
Garnish with sliced green chillies and cilantro
Serve with rice or roti
