Preheat the oven to 375°F.
Make the Ragu: Crush garlic into a paste. Cook onion, celery, and carrots in olive oil until tender. Add salt, garlic paste, tomato paste, ground beef, smoked paprika, chipotle chili powder, and cook. Add beef stock and peeled tomatoes. Simmer for 1 hour.
Make the Béchamel: Melt butter, add flour and cook until a roux forms. Slowly add milk, whisking until smooth. Add pepper, salt, mozzarella, and parmesan.
Cook lasagna noodles, assemble lasagna with ragu, noodles, and béchamel in layers. Bake and broil before serving.
