Heat a large skillet or pot over medium-high. Add ground beef, 1 tsp garlic powder, 1 tsp onion powder, 1 tsp paprika, ½ tsp salt, and ½ tsp black pepper. Cook 5 minutes, breaking it up.
Add onion, garlic, sun-dried tomatoes with oil, tomato paste, and butter. Sauté 5 minutes.
Add pasta, beef broth, milk, remaining 1 tsp garlic powder, 1 tsp onion powder, Italian seasoning, and 1½ tsp salt. Stir and spread pasta evenly.
Bring to a simmer, cover, and cook 10–12 minutes on medium-low (stir at 10 minutes).
Remove from heat. Add spinach and stir until wilted, then add Parmesan and mix until creamy.
