Preheat oven to 375°F
Lightly spray or oil a small oven-safe baking dish
In a bowl, mix together ground pork, soy sauce, sesame oil, garlic powder, ginger powder, salt, and pepper
Fill a separate bowl with water
Quickly dip each wonton wrapper in water for just 1 second
Spread half of the pork mixture into the baking dish
Lay a layer of damp wonton wrappers on top
Spread remaining pork mixture over the wrappers
Add another layer of damp wonton wrappers on top
Pour ¼-½ cup water or broth around the edges of the dish
Cover tightly with foil
Place the dish in a larger pan and add hot water halfway up the sides to create steam
Bake for 30-40 minutes, until pork reaches 160°F
Let rest 5 minutes
Top with chili crisp, green onions, or sesame seeds and serve
