Preheat oven to 400°F (200°C).
Cook ground beef, onion, and bell pepper until browned; drain fat.
Add garlic powder, Italian seasoning, salt, pepper, and ½ cup pizza sauce; simmer 3-5 minutes.
Grease deep pan; press dough inside and up sides.
Layer half mozzarella, beef mixture, cheddar (if using), remaining mozzarella.
Top with pizza sauce and desired toppings.
Bake uncovered 35-40 minutes until crust is golden and cheese is bubbly.
Cool 5 minutes before slicing.
