In a large bowl, rehydrate dried seaweed by soaking it in lots of cold water for 30 minutes. Seaweed will expend about 7-10 times. Rinse, drain and set aside. I'm using precut seaweed in this video. If using larger seaweed, cut into smaller bite size pieces after soaking.
Heat neutral oil in heavy bottom soup pot over medium high heat. Add beef. Sauté till lightly brown, about 5-7 minutes.
Stir in drained seaweed.
Add water and bring to a boil. Remove scum if needed.
Cover, reduce heat to medium and simmer for 45 minutes.
Add garlic. Cover and cook for 5 more minutes.
Season with salt, pepper, sesame oil, and dashi powder. Garnish with green onions. Enjoy!
