Mix ground beef, minced onions, minced red bell pepper, garlic cloves, parsley, cumin, paprika, coriander, garlic powder, black pepper, and kosher salt
Spread meat mixture on 10 square-cut x-large tortillas
Stack 5 tortillas at a time with a tortilla on top and bottom to create 2 stacks
Cut 1 inch wide strips from the stacks
Turn strips on their side and press onto skewers
Cut between skewers to separate individual kebabs
Grill in oiled cast iron for a few minutes per side, turning 4 times total
Simmer butter, yogurt or labneh, minced onion, parsley, garlic cloves, paprika, and salt to make sauce
Dip or drizzle kebabs with sauce and serve
