Preheat the oven to 350℉.
To a bowl add almond flour, sugar, orange zest and a pinch of salt. Mix well.
Add egg whites, vanilla extract, and almond extract. Mix with a spatula until a dough comes together.
Add confectioner's sugar to a plate.
Using a 2 inch cookie scoop, scoop out the dough and roll it between your palms to smooth it out. Then roll in confectioner's sugar.
Place cookies onto a parchment lined cookie sheet 2 inches apart. Add a whole almond on top and press it into the cookie lightly.
Bake at 350℉ for 17 mins. Allow to cool on a wire rack.
