Preheat oven to 375°F and prepare muffin tin
Mix chickpea flour, nutritional yeast, baking powder, garlic, basil, and salt
Whisk in water until smooth
Fold in corn, bell pepper, jalapeño, onion, and greens
Scoop ¼ cup of batter into muffin tin holes
Top with chives if desired
Bake 35–45 minutes until toothpick comes out clean
Cool on wire rack before serving
