Preheat oven to 350°F.
In a large bowl, mix together the sour cream, cream of chicken soup, 2 cups of shredded cheddar cheese, and ½ cup of melted butter.
Stir in the 2 lbs of diced hash browns, onion powder, and garlic powder.
Spread the mixture into a 13x9 inch baking dish.
In a small bowl, mix together the 2 cups of crushed corn flakes and ¼ cup of melted butter.
Sprinkle the corn flake mixture over the top of the hash brown mixture.
Bake for just under an hour, or until the top is golden brown.
