Preheat the oven to 375 degrees F.
Grease a 9x13-inch baking dish.
In a large mixing bowl, add the eggs and the cream and whisk until the eggs are beaten.
Add the salt, the pepper, the onion powder, and the garlic powder to the egg mixture and continue mixing until well combined.
Pour the egg mixture into the prepared baking dish.
Sprinkle the onion, the ham, and the bagel pieces over the egg mixture.
Use a spatula to evenly spread the bagel pieces out, then gently press them into the egg mixture.
Sprinkle the bagel pieces with the shredded cheese.
Top the cheese with the bacon.
Bake until the bacon is crispy and the tops of the bagels are starting to brown, about 20-25 minutes.
Serve with the chives.
