Sauté the diced red onion and minced garlic in the Instant Pot
Add chicken and brown it, seasoning with garlic powder, onion powder, salt and pepper
Remove the chicken and set aside
Add chicken broth to deglaze the pot, scraping up all the browned bits from the bottom
Add the broccoli and carrots on top of the broth
Mix well and place the browned chicken back in, arranging so pieces don't overlap
Add 1 cup of rice on top of everything
Season with additional salt, pepper, garlic powder and onion powder
Add enough broth to just cover everything
Close the lid and pressure cook for 20 minutes (or cook on stovetop or in crock pot until rice and chicken are fully cooked)
Mix everything together and break up the chicken pieces
Stir in a generous amount of cheddar cheese
Divide into bowls and top with additional cheddar cheese and green onion
