In a bowl, mix flour, salt, pepper, and garlic powder. Coat chicken evenly.
Heat oil in a large pan over medium-high. Fry chicken on each side until golden brown.
Remove chicken and set aside. In the same pan, melt butter, honey, soy sauce, and garlic. Let bubble for 2 minutes.
Add chicken back to pan. Toss to coat. Simmer 1–2 minutes to thicken glaze.
Serve hot over rice or with favorite sides.
