Place the beef, tomato, onion, tomato paste, stock, red wine, bay leaves, cinnamon stick and sugar in the slow cooker. Stir to combine. Cover. Cook on High for 3 ½ hours or until the beef is very tender.
Add the pasta to the slow cooker. Stir until well combined. Cover. Cook for 30 minutes or until pasta is al dente. Season.
Divide the beef mixture among serving plates. Crumble over the feta. Sprinkle with parsley and lemon rind to serve.
