Heat oil and saute onion til soft. Add celery, carrot, and garlic til mingled. Add ground beef and brown.
Add in green pepper, red pepper, and jalapeno. Cook til soft. Add tomato paste and worcestershire, stir.
Add tomatoes and broth, make sure to deglaze pan. Throw in your seasonings. Let this simmer for 15 minutes.
Drain and rinse all your beans, throw them in, and simmer for another 15 minutes.
Done, serve with toppings or top with biscuit topping. (Mix boxed and fresh ingridients. Put chili in indiviudal remaekins and top with a scoop of the dough. Bake at 400F for 15 minutes)
