In another bowl, combine granulated sugar, melted butter, vegetable oil, lemon zest, eggs, and vanilla extract
Add sour cream, whole milk, and lemon juice to the wet ingredients
Combine wet and dry ingredients until just mixed
Fold in blueberries
Prepare streusel topping by mixing flour, brown sugar, granulated sugar, cinnamon, salt, and melted butter
Fill muffin cups with batter and top with streusel mixture
Bake at 425F for 10 minutes
Lower temperature to 375F and bake for another 10-11 minutes
Make lemon glaze by whisking together powdered sugar, lemon juice, melted butter, and salt
Drizzle glaze over cooled muffins
