Wash beans and place them in a large pot. Cover with 7 cups of water.
To quick soak beans, bring to a boil then turn off heat, and let them sit covered for 1 hour.
To the pot, add 2 tbsp of olive oil, half the green pepper, half the onion, 2 cloves crushed garlic, and bay leaves.
Bring to a boil, then lower heat to medium-low, cover and cook for 1 hour.
After, remove pepper, onion, bay leaf, and garlic clove.
In a separate skillet, heat ½ cup olive oil and sautée other half of onion and green pepper, both chopped, until transparent.
Add minced garlic, oregano, cumin, vinegar, and salt.
Mix well and cook for 2 minutes then add to the beans.
Stir and cook for another 30 minutes.
Serve!
