Cut potatoes into 1 – 1 ½ inch chunks and bring a large pot of salted water to a boil. Place potatoes and cook until tender, about 10-12 minutes. You want the potatoes to be tender- not too soft. Drain potatoes and place on a layer of paper towels, pat as dry as you can to remove any excess water.
Preheat oven to 400 degrees F. Line a baking sheet with parchment paper or foil and lightly spray with cooking spray. In a large bowl, mix together the olive oil, melted butter, garlic powder, onion powder, Italian seasoning, salt, and pepper. Add the potatoes and gently mix and fold together until well coated.
Place the potatoes onto the baking sheet and evenly distribute them with a spoon or spatula. Bake on the bottom rack for 30 minutes, checking half way to flip potatoes. The bottom of each potato will be golden brown and that's what we want!
Add parmesan cheese and cheddar cheese all over the tops of the potatoes and place back in the oven so the cheese can melt for 5 more minutes. Remove and garnish with chives and let cool for a few minutes before serving. Enjoy!
