Preheat oven to 350 F.
In a large mixing bowl, combine brownie mix, vegetable oil, water and eggs and mix together until complete.
Place peppermint in a large resealable bag. Using a rolling pin, crush peppermint into small pieces.
Sprinkle pieces into batter and mix until completely combined.
Pour batter into a 9x5 baking sheet.
Bake at 350 F for 35-40 minutes, or until a toothpick comes out cleanly.
Let cool for 30 minutes. Then slice up.
While brownies are cooling, make topping by whipping water and insta-whip together until soft peaks begin to form.
Whip a spoon; place a dollop of insta-whip on each brownie.
Sprinkle peppermint pieces on top.
