In a bowl, whisk together flour, baking powder, and salt. In a separate large bowl, beat butter and sugar until light and fluffy. Add eggs one at a time, mixing well. Stir in lemon zest and lemon juice.
Alternately add the flour mixture and milk to the wet ingredients, mixing until just combined. Gently fold in the floured blueberries to prevent sinking.
Pour the batter into the prepared loaf pan and smooth the top. Bake for 50-55 minutes, or until a toothpick inserted in the center comes out clean. Let cool before removing from the pan.
Whisk powdered sugar and lemon juice until smooth. Drizzle over the cooled loaf.
