In a bowl, combine the shredded cabbage, carrots, garlic, parsley, bell pepper, salt, and pepper. Mix well.
Gradually add the flour, cornstarch, and water until you get a moldable texture.
Shape into balls and fry in hot oil. Set aside.
For the sauce, in a pan, sauté the onion, garlic, and bell pepper.
Season with salt and pepper, then add the soy sauce, ketchup, mustard, and cornstarch diluted in water.
Once it starts to boil, add the veggie balls and mix well.
Serve hot!
