Soak the rice paper wrappers in water until softened.
In a food processor, combine the shrimp, garlic, ginger, and green onions. Pulse until finely chopped.
Add soy sauce, sesame oil, and cornstarch. Mix well.
Place a heaping tablespoon of the shrimp mixture onto the center of a rice paper wrapper.
Fold the wrapper over the filling, then fold in the sides and roll up tightly to form a dumpling.
Heat a large skillet over medium-high heat with a thin layer of oil.
Add the dumplings and cook for 2-3 minutes per side until golden brown and crispy.
Serve hot with your favorite dipping sauce.
