Preheat the oven to 400ºF. Line a large baking sheet with parchment paper and set aside.
In a large mixing bowl, add the ground meat, lime zest, serrano pepper, garlic, ginger, cilantro, soy sauce, fish sauce, salt, and pepper. Use your hands to thoroughly combine the mixture.
Use a small cookie scoop (about 1½ tablespoons) to form and shape the meatballs. Arrange them on the baking sheet and set aside. You should have about 14 meatballs.
Heat ¼-inch layer of oil in a large skillet over medium-high heat. Working in batches, add the meatballs and cook, undisturbed, for 4 minutes. Flip and cook for about 4 minutes more or until golden brown. Transfer to the baking sheet and repeat with the remaining meatballs.
Bake the meatballs for 5 minutes, until the internal temperature reaches 165ºF.
