Beat together butter and sugars until light and fluffy.
Beat in eggs until well mixed.
Combine flour, oats, cinnamon, salt, baking soda and powder and stir into butter mixture.
Add coconut and raisins (or chocolate chips) and stir to combine well.
Drop by 1 ½ -2 Tablespoonsful (for sm.-med.size) or scant ¼ cup onto parchment-lined cookie sheets, then flatten slightly.
Bake about 7-8 minutes (or 11-12 minutes) at 350 F. until lightly browned on edges and still slightly under-baked in the centre.
Allow to cool at least 3 minutes before removing from cookie sheet.
