Preheat the oven to 425 F.
Line a sheet pan with tinfoil and spray with cooking spray.
In a small bowl combine brown sugar, paprika, garlic powder, red pepper flakes, salt and pepper.
Place salmon filets onto the sprayed and lined sheet pan, skin side down.
Smear 1-1.5 tbsp of dijon mustard over the top of each salmon filet.
Evenly sprinkle the seasoning mix liberally all over the top of the mustard.
In a small bowl combine melted butter, cilantro, panko and lemon zest. Stir to combine.
Spoon panko mixture on top of each salmon filet until each one is completely covered.
Bake in the oven for 13-16 minutes, 13-14 minutes for thin filets, 15–16 minutes for thick filets.
Remove from the oven and serve with fresh lemon wedges to squeeze over the fish.
