Add garlic, orange juice, lime juice, soy sauce, onion, jalapeño, cilantro, chili powder, paprika, oregano, cumin, salt, pepper, and olive oil to food processor. Blend until smooth.
Pour marinade over cubed steak, mix well, and refrigerate for at least 1 hour (overnight for best flavor).
Heat a skillet over medium-high heat.
Sear marinated steak cubes until browned and just cooked through.
Remove and set aside.
Add a little olive oil to a skillet.
Place a tortilla in the pan, sprinkle with shredded Gouda, then add steak cubes and a spoonful of chimichurri.
Fold tortilla into a taco shape and press lightly.
Fry both sides until golden brown and crispy. Serve hot with extra chimichurri on the side.
