Heat pan, add oil and sugar. Let it dissolve and caramelize, on low/medium heat. This will take about 3-4 minutes.
Add shallots, garlic and ginger, cook until fragrant.
Add tilapia, spice packet and water. Cook for 2-3 minutes, then carefully flip the fish over.
Add thai chili and fish sauce, then cook for another 5-6 more minutes.
Top with green onions.
