Cut the beef sirloin into thin slivers and then pound the pieces thin to make them tender
Marinate the beef with soy sauce, rice wine, cornstarch, and a pinch of salt for 30 minutes
Heat oil in a wok or large skillet over high heat until very hot
Add the beef and stir-fry, breaking up any clumps as it cooks
Remove the beef from the wok and set aside
Add more oil if needed and stir-fry the garlic, ginger, and dried chilies until fragrant
Return the beef to the wok and add the scallions and sugar
Toss everything together and continue to stir-fry for 1-2 minutes until the beef is coated with the aromatics
Season with salt and pepper to taste and serve immediately
