Put ½ & ½ cream, sugar & cardamom powder into a non-stick pan & bring to the boil.
Once boiling, reduce heat & simmer 10 minutes.
While simmering combine powdered milk & baking soda in a bowl. Mix well.
Add oil & eggs to milk powder & mix until it forms a dough.
Form into balls approximately the size of a walnut & flatten slightly. Return milk to boil.
Once all balls are made, add to the ½ & ½ cream one-at-a-time.
Once they begin to rise, reduce heat to simmer again & cook for 10-15 minutes.
Remove from heat & gently place in serving dish.
