Add the diced onion and garlic to the skillet with the beef. Cook until the onion is softened, about 3-4 minutes.
Stir in the uncooked orzo, crushed tomatoes, heavy cream, beef broth, oregano, basil, salt, and pepper. Bring the mixture to a gentle boil, then reduce the heat to low. Cover and simmer for 10-12 minutes, stirring occasionally, until the orzo is tender and the sauce has thickened.
Stir in the Parmesan cheese until melted and well combined.
Serve immediately, garnished with fresh parsley and additional Parmesan if desired.
