Preheat oven to 350°F, line 2 baking sheets with parchment paper.
In a medium bowl, whisk together the flour, cocoa, baking soda, and salt.
In a large bowl, beat the butter and both sugars until light and fluffy, about 3 minutes.
Add eggs and vanilla and mix until combined.
Add flour mixture to the butter mixture, mix until just combined.
Add the chocolate chips and mix until incorporated.
Using a small ice cream scoop, scoop dough and place on the lined baking sheets.
Bake for 10 minutes.
