In a bowl, whisk olive oil, lemon juice, garlic, oregano, paprika, salt, and pepper. Add sliced steak and marinate 20–30 minutes.
Heat a skillet over high heat. Cook steak 2–3 minutes per side until nicely seared and cooked to your preference. Remove from heat and let rest briefly.
In a small bowl, mix feta, lemon juice, zest, garlic, red pepper flakes, and olive oil until creamy and slightly whipped.
Prepare grain base by tossing with olive oil and a pinch of salt.
Assemble bowls with grains on the bottom, top with steak slices, tomatoes, cucumber, red onion, and parsley. Add a generous spoonful of spicy lemon garlic feta on top.
