Mix flour, salt, and carom seeds; add ghee and water to form firm dough. Rest for 15 minutes.
Sauté cumin, onions, ginger-garlic, and chilies. Add spices and paneer; mix well and cool completely.
Roll dough, cut into halves, form cones, and fill with paneer mixture.
Seal edges with flour paste. Fry or bake until golden brown.
Serve hot with chutneys or dips.
