Preheat oven to 375°F. Lightly spray a shallow 1 ½-quart baking dish with cooking spray.
Stir together cream cheese, Swiss cheese, mayonnaise, Dijon mustard, garlic powder, and black pepper in a medium bowl.
Fold scallions and ½ cup of the bacon into cream cheese mixture in bowl. Transfer mixture to prepared baking dish, and spread in an even layer. Top with remaining ¼ cup bacon.
Bake in preheated oven until bubbling around edges, 12 to 15 minutes.
Sprinkle with smoked almonds, and garnish with additional scallions. Serve with crackers, chips, or assorted vegetables.
