Preheat the oven to 350°F and grease 9x13 baking dish.
In a bowl, mix ground beef, crumbled saltine crackers, milk, Italian herbs, powdered garlic, powdered onion, cayenne, salt, and pepper.
Shape the mixture into ½-inch-thick hamburger steaks. Dredge them in flour.
Brown the steaks in a skillet over medium-high heat, then transfer them to a baking dish.
Whisk together the condensed mushroom soup and milk. Pour the mixture over the steaks in the baking dish.
Cover with foil and bake for 30 minutes until cooked through and the gravy is bubbly.
Let it rest briefly before serving. Garnish however you choose!
