Stir together flour, baking powder, cinnamon, nutmeg and salt. Set aside.
In large mixing bowl, stir together cereal and milk. Let stand 2-3 minutes or until cereal is softened. Add egg, oil and brown sugar. Beat well. Stir in raisins or finely-cut pitted dates. Add flour mixture, stirring just until combined.
Portion batter evenly into lightly-greased muffin-pan cups.
Bake at 200°C (400°F) 20 minutes or until browned and top of muffins spring back when lightly touched.
