Preheat your oven to 375°F (190°C). Line a large baking sheet with parchment paper.
In a medium bowl, combine the all-purpose flour, cream of tartar, baking soda, salt, and ground cinnamon. Whisk together thoroughly.
In a large bowl, cream together the butter and sugar until light and fluffy, about 3 to 4 minutes.
Add the egg yolk, vanilla extract, and water to the creamed mixture. Mix until well combined.
Add the dry ingredients to the wet mixture. Mix on low speed or by hand until the dough just comes together.
In a small bowl, stir together the remaining sugar and ground cinnamon. Portion the dough into 12 balls, roll in the cinnamon-sugar mixture, and place on the prepared baking sheet.
Bake the cookies for 10 minutes. Allow to rest on the baking sheet for 10-15 minutes before transferring to a wire rack to cool completely.
