Heat the oven to 375F
Pat the wings dry with a paper towel in a large bowl
Combine wings, oil, salt, and garlic powder
Use your hands to evenly massage the seasonings on the wings
Arrange wings in an even layer, skin side down, on an unlined sheet tray
Top with a wire rack and press with weights or a heavy skillet
Place into the oven to roast until the fat has melted out, the skin on top is bubbly, and underneath is glassy and golden, about 45 minutes
Use a spatula to carefully scrape the wings off the tray and into a large bowl
Place the tray across two burners on medium
Add the water and scrape up all the browned bits stuck to the pan
Add the sugar to a medium pot and place over medium heat
Cook, stirring occasionally, until caramelized
Add the water and drippings from the tray, soy sauce, and garlic
Simmer until thick enough to lightly coat the back of a spoon, about 4 minutes
Scrape the glaze over the wings and toss to coat
Transfer to a platter and sprinkle over the fried garlic and scallions
